Broadcasting oats on slope

Will broadcasting oats on slope germinate just like rye grows on top of ground? Wondering if oats need to be covered or would they germinate on top of dirt and clay?
 
Rye will do better in this application and keep the weeds down a little better as well. Cheaper too!

Oats will work but freeze out mostly depending on your area. Not sure what your long term plan is though...
 
My long term plan is to stop erosion, and create thatch to plant switch into to help hold the switch when I frost seed into it in spring
 
Ditch the oats and plant Rye instead. 3x the thatch amount easy ;)
Will the rye effect switchgrass? I know they say don't plant rye in an area you plan to plant corn the next season due to its toxicity. I love rye for fighting weeds for that toxicity reason.
