GOVERNOR'S TAGS

I just learned about this. Wondering opinion. In SHORT SUMMARY, some NR video people and others can get Iowa tags every year as Governor's tags, BECAUSE they "promote the state" and the hunting there etc.
I want to know your opinions, etc. I don't have a solid opinion BUT I do have to account for the fact that Iowa has 10 times more Non-Resident Hunters than it needs and if they made the tags reasonably cheap for NR I am sure there would be infinate hunters, so does Iowa need the promotion and publicity?
It may be a small amount of tags so not huge to management. Do you think this is in any way encouraging the "rich" having the hunting priviledges?
I don't know the answer, I am curious what others feel with their opinions?

Read Blind Sow's response he pretty much sums it up. He works for the IADNR as a Conservation Officier. I think he might be retired now, congrats to him if he is.
