Grouping problems?!

I'm shooting a Ruger M77 17 hmr topped with a Luepold VX3 4-12x40mm. Took it out today to shoot it off the bench started out at 30yds just to get it close and was shooting 8-10 inch groups. So I took the scope off went and exchanged it for a new one put it on and it shoots the same. Checked rings everything is tight. Where do I start to find the problem?
 
Scope base. Scope rings. Scope. I know you say you looked at them but that is still the first thing I would go after. Also, is the gun tight to the stock?
 
WOW! That ain't a group! That's not even a good pattern for a 12 gauge! I've got the same rifle with a Leupold 3-9 & I get better groups than that at 300. I assume you mean bench with rest/sand bags etc... and that it's not your first time behind a gun. :D Try different ammo/bullet weight. I don't even know if 17 HM2 will fit or fire in a 17 HMR but that would be something to check? Can't imagine it would group well if it did. Stock screws tight? Stock putting too much pressure on barrel? Check the crown for damage. Have the barrel scoped. Is it a new gun? Call Ruger!!! :confused::confused::confused:
 
I had same problem with same gun. Had it back to Ruger twice. Finally sold it. Same with a Ruger Ranch rifle / .223 about 5 years ago. Ruger actually bought that one back from me. Their guns aren't "all that".......
 
I won't keep a rifle that won't shoot moa or minute if whatever I intend to shoot it at. I've owned a few lemons over the hrs and they won't get a place in my gun safe
