When ever a high fence operation is set up, they have to try to remove all "wild" deer from the area before closing the fence. The DNR will do an aerial survey to count the number of deer left in the pen, which they then bill for each deer remaining. Once the pen is "cleared", the owner is able to stock it with purchased deer. Thus, the high fence operator owns the deer and state regulations do not apply. They don't have to follow Iowa seasons, either.
