The county doesn't own it, they have the right of way. Landowner gets to buy and pay taxes on the acres the road and ditch set on.Yep , county owns I think x amount feet from the center of the road ? Absolutely legal to sit on a tree on the edge of a dirt road. Only things that stops a bunch is the negativity it’d bring you, because ya know , the landowners own the deer .

But yes, ditches on secondary roads are public hunting. I've shot a few pheasants that way in the past.
