Not advised for foliar spray. Plant is pushing all its energy out of the ground outward. In the fall its the opposite, thus sucking in the herbicide to the roots. For spring you would haveflora better results cut stump method.

could you still cut and spray multiflora right now? came across few pockets that were thinker than I realized

I’m no expert but my answer is yes if you are cutting and treating. Be a few shoots to treat. I’ve found MFR is fairly easy to kill.
