IW phone app. ?

I recently downloaded the app for my android system(S6). Like what I see but do not see how to post a reply or start new thread. What am I missing? thanks

Mine has three little dots at the bottom. That gives me the options

Also can't do either on my android. To reply, I just click the drop down on any old comment and click Quote. Then just delete the quote or leave it like I did here
