The Natural Resource Commission Meeting
March 9, 2006
Meeting convenes at 8:30 a.m., Thursday, March 9, 2006 at the Rathbun Regional Water Association, 16166 Hwy J29, Centerville, Iowa. Commission and staff will meet at the Grey Goose Inn, 12063 Overturf Dr., Moravia, Iowa, on Wednesday, March 8 at 1:00 p.m. to commence a tour of the area.

The complete agenda is posted on the DNR website, there 29 items, we need help on 2 items.

I think we all remember that the rifle season came out of these meetings last year, so we need your help. #11 could use our support, the second one #13 has a couple good points and some that need to be stopped in their tracks.

#11 I really believe these two items should be supported by the sportsmen in the state.

Notice of Intended Action—Chapter 95, Game Harvest Reporting and Landowner-Tenant Registration.
Game Harvest Report - Hunter has 24 hrs to report their kill or before deer is processed. Reporting will be done though toll free 800 #, internet or at ELSI vendor. Animal doesn’t have to be present. Not a deterrent for poaching mainly to help with actual harvest #’s. Most states have done away physical check.

Second part of #11 is Landowner/Tenant Registration-You will have to register and prove eligibility as a landowner before a tag will be issued. Even before the land owner tag was liberalized the number of farms was going down and the tags were going up at staggering rate. Most abused tag in the state ( from DNR)
Don’t have a problem with the free tags for the owner or tenant; just don’t like the idea of people flat out lying about being a landowner. Just think of added revenue.

#13. Notice of Intended Action—Chapter 106, Deer Hunting by Residents.

Good things about # 13
Antlerless tags will go down in some counties in N central & NW Ia. (26 counties) more counties will be added if harvest number justifies the cut back.
Removes the week extension of Jan. season in S. Ia for the rifle season.
Removes the age restrictions for the youth deer season, now 12-15. Rule change would make it 15 or under. With adult supervision, why not let the kids hunt. Better yet drop the age requirement for taking the hunter safety course.

Things in # 13 that need to go away-
Rule would allow hunters to buy tag for Nov season starting Aug. 15th instead of waiting till Nov. 11th.( tags for Thanksgiving hunt). By waiting until Nov to buy tags they may have already sold out and there is no reason for a Thanksgiving hunt in your county.

Really need to fight this one-
Liberalize the early ML season, removes restrictions on WHO can buy early season doe tag. Also lets you purchase more gun tags if you purchase early season ML tag. You can see where this one is headed, more tags, more abuse, another loophole created; they will demand is the right to party hunt. With more hunters they will want to move the early season closer to Nov. All of a sudden with the liberalize season we will have to raise the 7,500 to 10,000 then 15,000.We are trying to close a loophole with party hunting why add another one.

Here is the list of NRC members; sorry I couldn’t get email addresses. They need to hear from a ton of people before Thursday’s meeting. Make some phone calls, leave a message be polite but let them know you are serious.

Sorry to be so long winded, but this liberalized early ML season needs to be stopped before it becomes a real monster. If you are available, the meeting is open to the public. A strong showing by people opposed will go a long ways to show them we are serious and determined to fight this one. We all know how tough it’s going to be to get rid of the rifle season, let’s not allow another mistake to happen. We will be at the meeting Thursday if things don’t go well, we will need to turn up the heat.

This is from the Natural Resource Commission not the legislature,the same bunch that surprised us with the rifle season last year.These are rule changes,with the DNR can make.The legislature makes code changes.
 
Here's a link to the agenda. There are contacts listed that one can email, but they are not NRC committee members. I assume they are someone from the DNR that is presenting the changes to the commission?
Not sure if it would help at all to email these people or not?

I hope most of you are having better luck at contacting these committee members by phone than I am. I have yet to get to talk with any of them.

That certainly would be helpful but so far I haven't found any for them. I guess they don't want to be "bothered" unless we attend a meeting??

I got to talk to Garst,Francisco and Kramer.It should be an interesting meeting Thur.I think they were reading the agenda for the first time while we talked.They were interested in what the IBA could support and didn't seem to interested in what we disliked.

I'm sure greatful for those of you that can go on our behalf Randy. I have to take my son to a writers conference in Oskaloosa on Thursday or I would sure be there. I sure hope they will listen to reason on the things we don't agree with.....
 
Whats the difference between the Commission and the Committee?
I see the Committee is from the House and Senate, but how does the Commission
get to be where they are at?

The Natural Resource Commission (NRC) consists of seven citizens who set policy, adopts administrative rules and hears appeals in contested cases related to fish, wildlife, conservation law enforcement, park and forestry programs. The commission also approves or disapproves the acquisition or disposal of state lands and waters relating to state parks, recreational facilities and wildlife programs. NRC members are appointed by the Governor and confirmed by the Senate to staggered six-year terms.

The commission meets monthly, generally on the first Thursday of each month. The meetings are held throughout the state. A time is scheduled at each meeting for members of the public to address the commission about any topic related to natural resource management.
