I would guess the blood flow to the damaged side is compromised, limiting the hormones needed for shedding.

A student of mine shot a really big 8 point. It had something like a 33" inside spread. The rack leaned out anyway, but the buck had a busted skull. One side of the rack was leaning straight out to the side of its head which gave it the 33" spread.
The nifty part is that the buck had regrown a new pink colored skull plate under the one that was busted and sticking up. So the rack was solid, not loose at all. The buck must have busted it early October and by mid November it was "healed".
