Question about lifetime hunting license

I just purchased my KS resident hunting/fishing lifetime hunting license for a whopping $900.

I have a cousin that is an IA resident that is getting ready to move to Omaha and I told him he had better buy his IA lifetime license since it was only $102. When he bought his deer permit last month he inquired about the lifetime license and the gal told him he was not near old enough to qualify for it? I could not find anything on DNR's website specifying any age limit on buying it. Does anybody know what she was talking about, or should my cousin try again to purchase it. The woman didn't give him any other info than that and he didn't inquire any further. Thanks.
 
You have to be 65 or older to buy a Lifetime license for Iowa.

Then, if you leave the state and establish residency in another state, you have to apply for non-resident deer tags.

Well, it makes me feel a little better about the KS price. It will pay for itself in less than 20 years, provided I live that long. If I leave the state, I also will have to get NR deer permits, but everything else will be resident pricing I believe.
