I feel like the western states do it right to keep the animals less stressed- I’m not sure I’d ever want a season on it but another way to get funding is to require a habitat stamp 
I also think it’s a load that they want non residents to wait (more and more states are doing it). Just found it interesting and figured I’d share. No real debate out of me
