I zoomed to 400 percent but the picture resolution is too poor to tell for sure.

I wouldn't rule out that its velvet on a buck with testosterone issues. He also could have just broke both sides and not shed the knubs yet.

I dont know what the heck is going on with its head, but I agree it looks like a younger deer. Maybe just a bad hair day?
