Horst, I have an example of the same thing being conducted on private land.I recently enrolled land in a form of CRP that provides buffer strips planted to trees along waterways and Streams. The land that is elidgeble is from the creek bank to 180 feet any with existing cover is deducted from the contract.It is legal to bulldoze all existing trees and get paid to plant new ones. This is counter productive to the reasons for the program.
