A: What you need to do is call now and get a doe tag, and party hunt w/ me. I will have buck tags that I will need your help to fill. Under party hunting in the IA hunting regs it says you may help other hunters fill their tags. Sounds kind of like a repeat of Appanoose County from last year.

Gary Sisco is a CO for Monona County. I think he needs a phone call.
 
Wouldn't a simple solution to this apparent loophole be to just disallow party hunting for anyone with an antlerless only license? (That assumes that no other changes are made to the party hunting allowed during the December slug seasons.) This guy is obviously looking to skirt at least the spirit and intent of the law.
 
The guy gave his phone number. Why not just call him, say around 3:00 a.m., and give him your thoughts.

i'm one of the few here that actually likes party hunting, but this jerk is going to be the ruin of it. good way to abuse the system.
 
The Jacka$$ is right down by where we hunt. He's in Castana, I think I'll keep an eye out for these boobs as we always have problem with poachers around us.
 
Any time big money and greed are involved there are always the scum suckers that find a way arround the law and the intent of the law. There isn't really a good way arround this issue. I also like party hunting and would bet that there are a lot more antlerless deer killed than bucks because of it, and we all know we need the numbers of antlerless deer killed. I have always thought that there was a posession law. I think that to transport legally the person owning the tag must be in posession, meaning with the deer. Can NR buy more than 1 doe tag, and if so how can he advertize being able to shoot 2 deer, a buck and a doe? Also he says to party hunt with him, how can he buy 5 or 6 buck tags? I know he can just have other people buy them but that person must then legally be with the "party" to be able to tag the deer in the proper time of 15 minutes. I think that if some one wanted to dog this guy they could easily catch him and several of the hunters in several illegal acts. This is a prime example of why the DNR should license and bond outfitters. If this guy had to pay 10% or 15% plus a bond he might rethink this deal.

Wouldn't that just give them a voice if regulated buy the DNR? They'd be able to bring lawsuits like those in Ilinois, Arizona and New Mexico.

I suppose it would give them a bit more credibility. As far as the lawsuits, I don't know....anyone with the financial means could have done that. I don't believe that is issue anymore though. Federal law was passed recently to give states rights in managing their wildlife. Ol George got that one thrown back at him.

I say license, bond them and put all of that money towards public land allocation. We have a pathetic amount of public grounds in compare to the rest of the country. Less than 3%, correct me if I wrong.

Congress passed legislation to over throw the court decision on non res tags.Stating they(outfitters & guides) weren't protected by the interstate commerce law.
 
I could be wrong, but the last time I read the regs. A non-resident could party hunt, BUT once then filled their personal tag they were done. Unlike Residents that can continue to hunt with the group even though their tag is filled. Like i said I could be wrong, but that is what we were told because we do have one non-resident friend that hunts with us.
 
We as individual hunters are regulated by the DNR and can bring forth lawsuits if we choose, as can NR hunters. If the State licenced and bonded outfitters then there would be controls on both the numbers and questionable hunting practices of some of these outfitters. Also think of the possible revenue currently being missed in the form of fees, sales tax, Iowa income tax, and bond fees. If tied to some Federal matching funds this could go a long ways toward purchasing more public ground, and beter funding the DNR. Outfitters do spend some money to build an opperation, but it is still based on publicly owned wildlife, with "free roaming deer" which are surposed to be publicly owned, and which are pulled into their accerages with food plots and supplemental feedings. If I wanted to harvest publicly owned trees, or crops, or fish I would have to pay a fee. Why shouldn't these so called outfitters? I don't mean to say that all outfitters are bad, but other states license and regulate them and make them toe the mark so why shouldn't we?
