I dont think huge changes need to be made. A percentage cut back would most likely be a good start. I have friends and family that would be effected but I think overall it would be a starting point. Not one NR in our group even submits an application for a buck tag. I dont care for cross tagging period. But I doubt they will change it.

A NR wouldn't be able to cross tag if they weren't allowed to hunt with resident party hunters. I understand many times it is family members coming home to Iowa to hunt. To me that's like complaining about low deer numbers; while filling extra antlerless tags. It can be controlled by the hunters.
 
Not taking a stance on R vs NR hunters, but no one, including both R and NR, would be able to use someone else's tag legally if the owner of that tag doesn't willingly let them.
 
This argument is really kind of academic based on this seasons harvest. There were only 101,000 deer killed with I am guessing close to 400,000 licenses sold. That means only about 1 out of every 4 tags were filled, so why change a system that we have all been using for years? Get your tags and go hunting and enjoy being there and quite worring about what the other guy shoots or how he legally does it.
