SF 2205 introduced this morning. It would allow owners/tenant free tags to sell to whom ever they choose at what price the market would bare without the need to report to the DNR on the transferable tag. Deer as a private resource. Hello outfitting and good by Iowa deer hunting heritage!

1 1 Section 1. Section 483A.24, subsection 2, paragraph c, Code
1 2 2009, is amended to read as follows:
1 3 c. (1) Upon written application on forms furnished by the
1 4 department, the department shall issue annually without fee two
1 5 deer hunting licenses, one antlered or any sex deer hunting
1 6 license and one antlerless deer only deer hunting license, to
1 7 the owner of a farm unit or a member of the owner's family,
1 8 but only a total of two licenses for both, and to the tenant
1 9 of a farm unit or a member of the tenant's family, but only
1 10 a total of two licenses for both. The deer hunting licenses
1 11 issued shall be valid only for use on the farm unit for which
1 12 the applicant applies pursuant to this paragraph subparagraph.
1 13 The owner or the tenant need not reside on the farm unit to
1 14 qualify for the free deer hunting licenses to hunt on that
1 15 farm unit. The free deer hunting licenses issued pursuant to
1 16 this paragraph subparagraph shall be valid and may be used
1 17 during any shotgun deer season. The licenses may be used to
1 18 harvest deer in two different seasons. In addition, a person
1 19 who receives a free deer hunting license pursuant to this
1 20 paragraph subparagraph shall pay a one dollar fee for each
1 21 license that shall be used and is appropriated for the purpose
1 22 of deer herd population management, including assisting with
1 23 the cost of processing deer donated to the help us stop hunger
1 24 program administered by the commission.
1 25 (2) In addition to the deer hunting licenses issued
1 26 without fee under subparagraph (1), upon written application
1 27 on forms furnished by the department, the department shall
1 28 issue annually without fee one any sex deer hunting license for
1 29 the first forty acres of a farm unit and one antlerless deer
1 30 hunting license for each additional forty acres of the farm
1 31 unit to the owner or tenant of the farm unit. The deer hunting
1 32 licenses issued shall be valid only for use on the farm unit
1 33 for which the applicant applies pursuant to this subparagraph.
1 34 The owner or the tenant need not reside on the farm unit to
1 35 qualify for the free deer hunting licenses. The free deer
2 1 hunting licenses issued pursuant to this subparagraph shall
2 2 be valid and may be used during any shotgun deer season. The
2 3 licenses may be used to harvest deer in two different seasons.
2 4 The licenses are transferable and may be given or sold by the
2 5 owner or tenant, without prior notice to the department, to a
2 6 resident or nonresident hunter who is otherwise qualified to
2 7 hunt deer in this state. In addition, a person who receives
2 8 a free deer hunting license pursuant to this subparagraph
2 9 shall pay a one dollar fee for each license that shall be used
2 10 and is appropriated for the purpose of deer herd population
2 11 management, including assisting with the cost of processing
2 12 deer donated to the help us stop hunger program administered
2 13 by the commission.
2 14 EXPLANATION
2 15 This bill relates to the issuance of additional free deer
2 16 hunting licenses to owners and tenants of farm units.
2 17 The bill requires the department of natural resources to
2 18 issue annually one free any sex deer hunting license to an
2 19 owner or tenant of a farm unit for the first 40 acres of the
2 20 farm unit and one anterless deer hunting license for each
2 21 additional 40 acres of the farm unit. The licenses are valid
2 22 only for use on the farm unit, are valid and may be used during
2 23 any shotgun deer season or in two different seasons. The
2 24 licenses are transferable and may be given or sold by the
2 25 owner or tenant, without prior notice to the department, to
2 26 a resident or nonresident hunter who is otherwise qualified
2 27 to hunt deer in this state. A person who receives the free
2 28 license must pay the $1 fee that assists with processing deer
2 29 donated to the help us stop hunger program.

How many bills are they going to try to pass? How close is this one to passing? Seems like they have ten thousand ideas and bills with goofy as hell language in them
 
The transferable tag bill has been brought for at least the last 3 years that I know of and it has ZERO chance of passing into law.The DRN is not into giving away free anything.Except Govenor's tags to people making videos.They assume those help promote deer hunting in Iowa.
 
I sent emails out two days ago and have received 5 responses back agreeing with how stupid the above bill is and how negative it would be towards the resident hunters and landowners.
 
As much as I would love to have a free (or cheaper) NR tag, I have to say that this is pretty much one of the dumbest ideas ever.
 
Kansas used to do the transferable tag deal, but they dont any more so that must say something. Although they basically have unlimited NR tags now.
