Appears that way from a quick look at their regs. There is no mention of a draw/lottery. Need a NR hunting license at $209 and a NR deer license at $501. Looks like their archery season is Oct 1 to Jan 15.

All other states should make that reciprocal. If you’re an OK resident and you’re going to be hunting any public ground, you need to buy a $100 public land stamp or pay a steep fine.

I'd be on board for this if it were limited to Oklahoma Public Lands only. Extending it to federal lands seems a stretch.

As numbers of hunters tend to continue a decline according to reports--have to keep filling the money pie somehow. Continues to be a pay to play.
