Wow, never seen that before. May be a rain rot type of thing we see with horses or a severe case of zarcoid tumors, but probably nothing to be concerned about. Just sucks to be that deer.

It definitely looks a little warty to me. Very 3dish. I first thought it was hair as well but I'm not so sure that's the case.
