It sure looks like cutaneous fibromas (a skin virus, like warts). Not something to be overly concerned with, however it didn't work out well with that deer.

Yup, not real uncommon though not usually that severe. That poor critter may well have been stressed or otherwise immunocompromised to be that badly affected.
