how about this idea. no more bow tags, gun tags...just deer tags, good for any season. each person is able to purchase a set # of buck/anysex tags (1 or 2), then, depending on county, they may purchase their doe tags. i guess that shotgun will still need to have their separate tags, but otherwise, any tag may be used for any season. once you buy a tag, you can hunt on it until you fill. just change weapons as seasons change
