Well, it didnt take long for me to run into trouble on Ebay, just my 3rd purchase.
Here's the deal, I bought a camera and paid via Paypal. Instead of the camera I recieved a stupid video game. I sent the guy an email, and shortly after I filed a Paypal dispute resolution just to get things on record.
The seller responded that he accidentally shipped my camera to the buyer of the game. Seller wanted video game boy and I to send each other the proper items and the seller would refund us the shipping expense. Then the seller noticed the Paypal dispute, which apparenlty puts his money on hold until it is resolved. I probably should have waited on the dispute resolution and didnt know that would automaticaly put a hold on his money. I'm an Ebay rookie.

The seller has put money into my Paypal account to return the game, which I will do tommorow. However, he refuses to send me the camera until I remove the hold on his money. I cannot do that though because that will close the claim and it can not be reopened once its closed, thus leaving me no recourse if I never get the camera. The money is in his account, he just cannot access it until the hold is removed. I cannot get my money back if he can prove he sent the cam with a tracking number. I dont understand why he wont just send the camera, after all this mess started with his mistake. I have offered to just let the camera go for a refund if he prefers, have not recieved an answer to that yet.
The camera is a decent deal, not a steal though, and the guy does have 100% positive feedback. I think it was an honest mistake on his part, but now we are at a stale-mate it seems.

I dont know if the guy is trying to scam me or if I am misunderstanding the process? Anybody encounter this situation before or have any suggestions?
 
Besides a bazillion emails a day about my non-existant eBay account being compromised, just another reason I won't be doing eBay anytime soon.

I am sure that if he has 100% feedback and you want a refund he will do that for you. It takes a lot to build up feedback and he does not want to blemish it. You can also give him negative feedback which is your trump card. PM me if you need any other help.

Having completed more than 600 eBay transactions without any problems whatsoever, I think you should give the guy the benefit of the doubt and remove the PayPal hold. As was mentioned earlier, buyers or sellers don't have 100% positive feedback if they are in the habit of being dishonest and ripping people off. Sounds like a legitimate mistake to me. For future reference, you have up to 60 days to file a PayPal dispute so if you ever run into a situation like this again, I wouldn't be too hasty to place a hold until you've heard the seller's story.
 
Thanks for the opinions on this. I'm a total rookie on Ebay and having heard several stories of people getting ripped off I probably jumped the gun on the dispute.
I'd rather have the camera than the refund. I did call the paypal security center just to make sure I am doing the correct thing. They strongly recommended that I do not release the hold unless I receive the item.

Nonetheless, the seller says that since I am not Paypal verified (whatever that means) he wont ship with the hold in place. I still dont see why he wont, since as long as he ships the thing to me and can prove he did, I have to release the hold. In fact, the hold automatically is released after 20 days unless I escalate it to a claim, at which point I have to prove the camera was not recieved.
The thing that gets me is the seller made the mistake and now acts like I'm pulling a fast one on him. That would be a pretty fancy scam on my part if I somehow Jedi mind-tricked him into sending me a video game, if you ask me.

Somebody can correct me if I'm wrong but I was questioned about that at the begining and I had to list a C.C. as a backup with Paypal...which verifies who you are (they bill the CC a buck...which doesn't actually get charged but it verifies you have an account and are a real person)

Since then I have had no problems although I have had some minor "situations".

The feedback is indeed the trump card and overall I've enjoyed "horse trading" on Ebay

don't blame you for being on the defensive. I had a similar incident this summer. I'd hold the PP IF the guy had low feedback (their feedback has to be good). Your savings will diminish with taking the chances of less than worthy sellers. Another thing I like to stick to is the area in which they reside from. Sounds like the seller is trying to work with you. Do they know you are an cop?

Not sure. I already have a Visa card listed with Paypal and it has already been charged for the purchase. I thought "verified" member meant that you had to have a certain amount of money on file with Paypal or have a Paypal issued credit card? Anyway, I dont want to go pro with the Ebay thing, I just want to buy some stupid cameras. This has become more work than building the trailcam!

Rudd, I dont imagine it would matter much that I'm a cop. I kind of doubt that the boss would let me drive down to Texas and haul his butt back up here. I would though, especially if I could stay for a couple days and do some hog hunting, and isnt the rut going on down there now?

Anyway, I think I have finally explained to this guy that I cant stop him from getting his money if he just sends the dang camera and I think it is being sent, he isnt real clear.

EDIT: The camera is on its way, with the Paypal hold in place, I think he finally figured it out. I should have just unleashed Dbltree on him, since I'm pretty sure he has some internet goons muscling people on Ebay already!

Paul is correct. PayPal "verification" involves a way to make sure that the credit card you list actually belongs to you. To do this, PayPal bills your card with a nominal charge (like .99 or something) and it shows up on your CC statement with an ID code. Once you get your statement, you enter the ID code on PayPal's website and this verifies that you are the holder of the card. Once verified, PayPal refunds the amount of the nominal charge to your card.

Easy to do. Hard to explain. Hope this helps.

And to verify a bank account, they put two small deposits in your account (mine were like $.15 and $.18) and when you confirm these amounts on Paypal you are "verified"....
 
I was the person who messed up and mixed up the boxes of stuff I sent to 2 people. Obviously both caught the mistake and sent me an email. Instead of sending the items back to me I just had THEM swap email addresses and they mailed the stuff to each other. I paid for the shipping they both had to pay...(my loss) but it actually saved more money in the end.

Hope your situation works out this well. I know it's hard trusting someone you don't know, but with 100% percent feedback, it's hard to tell.

Whoa, for a minute there I thought you were saying you were the seller in my case! Just to clarify to anybody else, I believe Girlshunttoo is talking about her own experience in a different situation?
Anyway, I think the situation is settled and my new cam should be her soon. In retrospect, I believe I jumped the gun and futher escalated the problem by filing the claim. Next time I'll give the seller more of a chance to rectify it. Thanks for everybody's opinions.

I love responding to those emails with as much profanity as I can think of at the time. It's even more fun if I've had a few to drink or just having a bad day....
Now that I think about it, the drinking and bad days kind of go hand in hand.
I havn't done an ebay exchange in over a year.

All that really achieves is to give the Spammer confirmation that your email address is a "live" one. 99.9% of the time the return email address (spammer's address) is a hijacked one, so the Spammer doesn't even see your replies.

Spam email, like junk mail in your mailbox, should just hit the trashcan. Not even worth your time to open it.

Anything like that is NOT coming from Ebay itself...the only email I get from Ebay is via a search or from my message box thru a legit Ebayer.

Ebay warns against responding to anyone or anything in such emails (like requests for payment thru email)

Any "junk" you open or answer...is like lettin the fox in the henhouse...
