The DNR has had a divided house on NR reform for the past several years. The DNR Administration has acknowledged that NRLO’s are a growing stakeholder group within the state whose voice should be heard and they have attempted to increase NR tags to tap into the large resource that has been unavailable to them. At the same time the DNR’s “field general’s” and law enforcement have been opposed to these changes.
It has been well documented that the DNR annually brushes off the table over $2million dollars in lost revenues due to the outdated quota restriction that the legislature dictates. Due to the budget imposed restrictions last year(2010) the DNR was forced to reduce or place on hold nearly 35 FT positions that reduced services and programs across the state.
With the new leadership in the DNR we feel it very important that you request the new DNR Director Roger Lande to support Bills SF #219 & F #327. Both of these bills will provide much needed revenue for the DNR and help to acquire much needed public land that everyone can enjoy.

Dear Mr. Lande,
In its report to the Iowa Legislature in 2009 the Iowa Deer Advisory Committee stated “It is important from a social and economic perspective for non-resident hunters to not be restricted without sound management reasons”. Denying a large group of landowners from being able to manage their own properties efficiently as currently happens, impacts the entire state economically and affects Iowa’s wildlife and its habitat.
Bills SF #219 & HF # 327 provide social and economic incentives for Iowa. These bills will benefit many Iowa citizens, businesses and landowners whose livelihoods depend on the monies spent by non-resident landowners each year, a hidden economy often overlooked when this debate begins. These bills also provide an economic stimulus for Iowa ’s DNR whose programs and servicesas you are aware, have deteriorated due to the economic conditions we have all felt in the last few years. Lastly and quite possibly the most important in many eyes, it will provide an opportunity for the state to access “New Funds” for land acquisition that is desperately needed for Iowa’s hunting community and its citizens to enjoy.
There is a lot of passionate debate concerning this issue and I understand the concerns that are raised. As Iowa landowners we all embrace Iowa ’s heritage, there is room for compromise without compromising the quality of Iowa ’s wildlife, which this bill provides for. I believe your support for Bills SF #219 & HF #327 would be a positive step in the right direction for all of Iowa .

The divided house FOI refers to is the money side of the DNR, those who would sell our deer herd and hunting heritage to the highest bidder and those on the conservation side of the DNR who would seek to keep the herd healthy, huntable and our hunting heritage intact.
If the DNR gets in bed with FOI it would be the same as a prostitute taking money for her services. The john doesn’t give a damn about the prostitute, he just wants something he can’t get on his own and has the money to pay for it. Such as it is with FOI, they don’t give a damn about Iowans, they just want what we have to offer, can’t get in their own state and are willing to flash the big cash to get what they want. When they are done and have gotten what they want from Iowa the money side of the DNR will be a broken down, pimped out shell of an institution and the conservation side will be left to pick up the pieces. And where will we be? Sitting in the house watching football because all the hunting land is sold or leased and the deer population will once again be out of control because the hunters who care about the hunt and not the trophy will not have land to hunt on.
OK, so maybe you don’t wanna put that in a letter to Mr. Lande, but you get my drift.
Oh yeah, I'm sure some of the "generals" will be more than happy with their new promotion. I thnk I'll send a box of gold stars to the Wildlife Bureau so they can wear the appropriate insignia for their rank.
