Based upon your comments here are the recommendations I sent to Dale Garner. Please let me know what you think. I will keep you informed as to what happens.
My recomendation.
Based upon the input received at the public meetings and from the website here are the changes I would recommend we make to the deer rule.
1. Further restrict the counties that are open for the November antlerless season. I would only have the November season in those counties where we do not expect to sell out the antlerless quota. This would eliminate many of the counties from the November season where we heard hunters complain about it and only put it in those counties where it is absolutely needed. There would be about 25 counties open, mostly in southern and northeast Iowa. We would just need to publish a map just like we do for the January season.
2. For the early muzzleloader season I would keep the proposed change that allows hunters who purchase one of the 7,500 either sex licenses during the early muzzleloader season to purchase an antlerless license during the shotgun or late muzzleloader season in other counties if they are available. I would not however allow hunters from other seasons to purchase antlerless licenses in the early muzzleloader season. Making these changes would allow more deer to be killed in those counties where the extra harvest is needed rather than shift antlerless licenses from the shotgun season to the early muzzleloader season. Shifting hunters to the early muzzleloader season was the number one complaint we received. It is also counter productive to killing more deer as it shifts licenses from the shotgun seasons to the early muzzleloader seasons. We will kill more deer if the extra antlerless licenses are issued during the shotgun seasons as shotgun hunters have a higher success rate. This change would address many of the complaints and maintain the quality of the early muzzleloader season while not restricting early muzzleloader hunters from hunting in other seasons.
