My last serious post. Nobody cares , I know, I’m one person. I’ve sent money for pma membership, to the IBA , and to fund a lobbyist. I’m done. If it’s gonna go down like this it’s poorly spent money. Change a major rule and blame the Governor. No way.

I would venture a guess and say a huge percentage of Iowa residents will support no party hunting for nonresidents. A small percentage like yourself will not like it, and that is to be expected. No way to get 100% on every rule change or cleanup. There are some rules now that I do not like and hope they change, but probably won't. Iowa is still the best, and I think they will continue to stay that way.

So 90% of the things u would want defeated are…. And u r this upset about an issue that NO ONE from any group or anyone on here had anything to do with? This can’t even be called “don’t throw the baby out with the bath water” because…. This was not debated & the groups had zero to do with this. No correlation. Just stating facts over emotion.
 
There should have been public meetings on this, it doesn’t just affect Nonresidents. I would guess a fairly high percentage of the farms in Iowa have a Nonresident (possibly a former son, daughter, cousin, neighbor) that hunts with their group .

It’s a public relations nightmare and they honestly tried to just sneak it by in May? Iowa is a Red State but they are not acting like it. This should have been discussed for time period and then either tweeked or changed in 25 or 26.

There’s plenty of ways to tweek the language to help prevent any Nonresidents supposedly taking advantage of it.

I don’t disagree with any of this. Any changes should be a public debate. Their POV (not mine, THEIRS) …. “This was the law as written &/or intended, we simply cleaned up the way it was rolled out in regs”. I can have an opinion on liking or hating the change but this isn’t an easy one because this is a core legal issue that’s not like a NEW law or something.
The solutions….
1) get new laws on the books to change to XYZ. & guys - if There’s ANY laws that will better the resource- let’s GO! Let’s discuss it.
2) call your representatives, DNR, etc.
3) this is one folks who favor Party hunting won’t want to hear, I’m just stating the facts…. Hunt every other year on a late ML tag (possibly yearly in some zones). Gun draws are every other, sometimes every year in some zones. Doe hunt during gun. This is not my opinions or feelings…. This is just the clear facts as it is today.
4) buy in another state. I am not meaning to come across abrasive, this is constructive. Honestly - I am doing it. I want a second option as I like seeing other things & other experiences. If someone told me I had to start over in another place & never could step foot in iowa again, I’d make great things happen in KS, maybe a part of SD or some random anomaly in IL, KY or OH.

The problem with those angry about this issue- it’s dividing us on a topic that had no sides, input or motives here. Dividing us for no reason. & I’ll be clear to anyone…. With any organization, movement or positive policy changes…. There will be: losses, set backs, upset people, stagnate movement, etc. That’s life. It’s always hard. It’s always going to be 2 steps forward, 1 back. Life is handling adversity. Toughening up. Taking a loss & getting up to fight on & win the battles.

1) Land owner tags can be transferred among family members (correct me if I'm wrong here)

2) NR party hunting (cross tagging) during gun season is banned.

If it's true there was a significant amount of abuse of the NR cross tagging, meaning Resident tag owner selling their tags to a NR hunter. There will now be outcry/demand from those NR hunters, AS WELL as the legal NR party hunters who were hunting with Resident family members and friends...

Also there is a significant amount of revenue to be created by allwoing those NR hunters to legally hunt...

Wasn't there a Bill introduced last year to increase the amount of NR Any Sex tags from 6000 to ...???

Does any one think this is a set up a increase the amount of NR Any Sex Deer tags, across all hunting methods? (Gun, Muzzle Loader, Bow)

1) the only thing that changed was that the tag is now valid in all seasons. Previously it was for a designated season. If you had it for shotgun season, it was valid as a party tag. Still the same.

2) Correct. And it doesn’t sound like anything was changed. It sounds like it was always that way and not clarified. The officers were under the impression that “tag sharing” was good for everyone.

NR’s can still hunt with family/friends whatever, just no sharing of tags.

The law wasn’t changed. The law was written this way. The rules under the law were not being enforced as intended. Now that it’s been clarified, people can push to change the law or rule if they want. It wasn’t just the DNR that was required to review things. Look up “Executive Order 10”. All state depts were required to go through and clarify/omit/update etc….

Simply not true .. the Iowa DNR round table had video on YouTube (Mark Drury) and they specifically discussed the Nonresident party hunting option. It said the rules states that it is legal for a Nonresident to hunt with and cross tag with a resident.

I watched it 10x . The DNR employee was Suchy . I remember it vividly.

See if you can find an old law that states that Nonresidents cannot party hunt.. I’ll be waiting to see it .This is just a lame excuse that they came up with.
 
The new amendment to this law was done to target a specific group of NR hunters. No doubt. As I understand the reasoning behind this change, it won't create much change. Just my opinion here but maybe 10-15% of NR will abide by this new rule. The reality is, NR have been pushing the envelope with this loophole and they will continue. Another reality is we don't have the resources to enforce this rule. CO's are spread so thin. You just won't see youtube videos of "wallhanger TV" tool bags sitting with a random guy in a deer blind.
 
Not sure this is accurate however a NR friend of mine from NC heard that outfitters are exempt from this and will receive extra tags if they can show tax returns for at least 2 years in business. Is this true?? If it is. Wow.
 
I did find where the law was updated, not just the rule.

I do know that in the past you had CO’s that said it was legal and some that didn’t. The way I’ve heard it explained was that they just clarified the rule to eliminate the confusion. I’m not sure how it got added to the law without some sort of debate.

All govt depts were directed to cleanup their rules. Executive Order 10. I posted the link previously.

As for Winds comment above, if true, they sidestepped the proposal that was shot down a couple months ago. (SF255) That is also a whole bunch of bs also.

Ok, here’s what I’ve found. They did announce for public comment, it just wasn’t specified what changes were being made. If someone could find a copy of “Ch94”, we could see what else was changed or how it was worded previously. They rescinded Ch94 and merged it with Ch106.

It looks like the announcement was made on Dec 27th

Here is a link to the states “rules tracker”. If you search by agency, the DNR list ends in 2022. If you put in a date range, it lists all proposals up until today for all agencies. You then have to scroll down to the Natural Resources Dept.
